hit frequency is a factor determined by the manufacturer of the machine when it designs the game, while payback is determined by the casino. Hit frequency on a particular game is very different than payback! two machines, one with high hit frequency and one with low hit frequency, can have identical payback percentages. if by 'most frequent,' you mean how often you get a 'winning' combination of symbols during your play, that's also something different. but that's a function of how much action the machine is getting, not the payback percentage.
Machines that are played more, generally pay off more frequently. but you shouldn't infer from that that they have the 'most frequent' payouts. If by 'best,' you mean 'highest' overall, yes that's true.
